Google indexes blocked web pages because it can't see the noindex meta tag if it can't crawl the page. According to John Mueller, these pages won't be visible to average users and can be safely ignored in Search Console reports.

Google Ads is phasing out Enhanced Cost-Per-Click (eCPC) bidding strategy by March 2025, migrating existing campaigns to Manual CPC bidding. Advertisers are encouraged to switch to more advanced strategies. New campaigns will no longer have the eCPC option starting October 2024.
